The belt is made of silmarilium, an incredibly lightweight, yet durable
(and practically indestructible) metal alloy.  The process for making the
rare alloy was discovered several hundred years ago when a silmaril a
dwarven worker had carelessly placed on a shelf fell into an active
crucible.  The crucible contained a rather unusual mixture of several rare
metals (the dwarven blacksmith had been trying to create gold).  The magical
properties of the silmaril were passed to the metal as the gemstone melted
at an extreme high temperature, and thus was silmarilium born.

This looks to be one of the seven fabled Orbs of Vandemaar, which were 
artifacts used in the druids' attempt to weaken the power of the evil 
sorcerer Riga.  During the battle, several of the orbs were rumored to 
have been destroyed, but apparently a few still remain!  They are worth a 
fortune.  Made out of the rarest of materials, crystal ore taken from the 
moon Trigael, the orb is very fragile and easily damaged.
